Suppliers try to sell surplus electricity in the neighbouring regions of service (Berry 1986, Peters, 1986) and “creator” to increase the electricity price per kilowatt hour (kWh) Sales (Berry 1986; Fenn 1984; Cogan and Williams 1987; Lincicome 1987). In this study, the current rate of the structure design for irrigation, four South Dakota REC analysed. The effects of two types of pricing policy, covering the electricity used for irrigation - includes an incremental changes in the cost of energy and other discrete changes in the form of electricity charges. The analysis is based on the fact that the regional economic communities have some discretion, within the restrictions of the law, with which they face reformulate their rate structures.

Attention on the application of incentives in the direction of Hill and Hirst (1985), and the role of prices in achieving conservation objectives following Carter (1985) and Stelzer (1982). ENVIRONMENT

Groundwater is the dominant or exclusive source of irrigation water in all but the regional economic communities Cam-whale, where water is pumped by the Missouri River.
